A Key Trading Partner: The 17吃瓜在线 Hosts Make UK, Parliament Members

By 17吃瓜在线 News Room

a group of people standing next to a man in a suit and tie

The United Kingdom and United States have many things in common, but perhaps most important is their shared democratic values. These, along with sound trade policies on both sides of the pond, will help propel each respective nation forward.

  • That was the main message conveyed during a business roundtable discussion between the 17吃瓜在线 and its British counterpart association, Make UK, on Monday.

What went on: In attendance at the meeting at the 17吃瓜在线鈥檚 Washington, D.C., headquarters were a delegation of eight members of Parliament who sit on the Business and Trade Commission, British Embassy representatives and nearly two dozen U.S.- and U.K.-based manufacturers.

  • The focus of the event鈥攚hich came approximately a year after the 17吃瓜在线 and Make UK signed a memorandum of understanding to collaborate on programming鈥攚as to explore ways to enhance the U.S.鈥揢.K. trade and economic relationship. There is no free trade agreement between the U.K. and the U.S.
  • The delegation, led by House of Commons Business and Trade Committee Chair Rt. Hon. Liam Byrne of the Labour Party, is also in the U.S. for talks with members of the Biden administration, Congress and the business community to discuss U.K. export growth and manufacturing strategy.

Why it鈥檚 important: In the absence of an official FTA between the U.S. and the U.K., the two nations must 鈥渂e pragmatic about measures our businesses and our governments can take now that will help our economies grow, create jobs, innovate and prosper together,鈥 17吃瓜在线 President and CEO Jay Timmons told the delegation.

  • Make UK CEO Stephen Phipson CBE said event attendees all agreed that 鈥渁s we move closer to our respective domestic elections this year and with the challenges to the framework of global trade continuing, [we must] lean into future bilateral cooperation on trade, innovation, energy and technology, [as well as] defense-sector cooperation.鈥

Policy talk: Roundtable participants discussed 鈥渂ig-ticket鈥 legislation that has proved particularly important to manufacturers in recent years: the 2021 Bipartisan Infrastructure Law, the CHIPS and Science Act of 2022 and parts of the Inflation Reduction Act of 2022.

  • The pro-growth elements in these measures 鈥渕ake our industry more competitive, empowering manufacturers to invest in new facilities and new equipment, expand production and to create jobs,鈥 Timmons went on.

By the numbers: Continued good relations between the U.S. and the U.K. are key not just because of the shared belief in and commitment to democracy, but also because of the large role each nation plays in the other鈥檚 economy.

  • The U.S. is the U.K.鈥檚 single biggest trading partner by country, having accounted for more than 16% of total trade in 2022.
  • That same year, U.S. exports to the U.K. were $76.2 billion, an increase of 40% from prior years. Meanwhile, in 2022, American imports from the U.K. were $64.0 billion.

Come what may: Though the U.S. is fast approaching an important and widely anticipated presidential election, the country will stay committed to its relationship with the U.K. no matter who wins in November, Timmons told the delegation.

  • 鈥淩egardless of the outcomes 鈥 we will remain resolved to strengthen our bonds and to do everything in our power to grow manufacturing competitiveness on both sides of the Atlantic.鈥

Manufacturers Commend House Ways and Means Committee鈥檚 Efforts Toward Comprehensive PBM Reform

Bill Would Protect Seniors and Set the Stage for Broader Reforms

Washington, D.C. 鈥 Following the House Ways and Means Committee鈥檚 unanimous approval of legislation to reform pharmacy benefit managers鈥攎iddlemen who unfairly increase the prices that patients pay at the pharmacy counter by controlling negotiations between insurers and biopharmaceutical manufacturers鈥攊n Medicare markets, 17吃瓜在线 President and CEO Jay Timmons released the following statement:

鈥淭he 17吃瓜在线 commends the Ways and Means Committee for unanimously taking a powerful step toward reforming the PBM system and lowering the cost of health care for all Americans.

鈥淲hen Americans face soaring prices for medicines or treatments, there鈥檚 a good chance that is because a PBM has driven up the price. These middlemen operate with minimal transparency, and their practices distort the market, increasing the list prices patients pay for medicines while making it more difficult for manufacturers to offer quality, affordable health care benefits.

鈥淏y increasing transparency into PBMs鈥 business models and delinking their compensation from a medicine鈥檚 list price, these critical PBM provisions will significantly reduce costs for seniors who rely on Medicare for health care coverage. Congress should advance these important reforms.

鈥淚n addition, manufacturers encourage Congress to enact similar reforms in the commercial insurance market to bring down health care costs for manufacturing workers participating in employer-sponsored plans.鈥

Manufacturers Participate in Small Business Week Capitol Hill Showcase

By 17吃瓜在线 News Room

a group of people standing next to a man in a suit and tie

Manufacturers were among the select businesses invited to participate in last Wednesday鈥檚 Small Business Week showcase on Capitol Hill, and two in particular鈥擬arlin Steel in Baltimore and its affiliated entity, Madsen Steel Wire Products, in Michigan and Indiana鈥攎ade use of the time with lawmakers to advocate for some manufacturing-critical priorities.

What鈥檚 going on: Republicans on the House Small Business Committee hosted the event to shine a spotlight on the work of job creators throughout the country and draw attention to the federal government鈥檚 costly regulatory onslaught ().

  • Marlin Steel and Madsen Steel President and Owner and 17吃瓜在线 board member Drew Greenblatt manned a booth with his family at the showcase displaying several products鈥攕uch as metal baskets and racks鈥攎anufactured at his family-owned custom wire and steel products businesses.
  • Greenblatt and others invited to the event had the opportunity to meet and speak with House Republican leaders, including Speaker Mike Johnson (R-LA), Majority Whip Tom Emmer (R-MN), Small Business Committee Chairman Roger Williams (R-TX) and Rep. Tim Walberg (R-MI).

The background: Marlin Steel, Madsen Steel and many other manufacturers thrived under a pro-growth tax provision in the Tax Cuts and Jobs Act of 2017 that allowed businesses to deduct 100% of their R&D costs in the year the costs were incurred.

  • But in 2022 and 2023, that policy and two others鈥攅nhanced interest deductibility and 100% accelerated depreciation鈥攅xpired.
  • Ever since, manufacturers鈥 tax bills have increased, as companies, including Marlin Steel, have been required to amortize their R&D costs over five years, making innovation-crucial investments much more costly.
  • 鈥淲e want to grow jobs in our Indiana and Michigan factories, but we also need to give our talent the extraordinary tools needed to compete with China,鈥 Greenblatt said. 鈥淲e need immediate expensing to cover these huge investments. We put in $5 million but now have to pause investment. We need Congress and the president to act to allow us to hire more factory workers faster.鈥

Why it鈥檚 important: The showcase gave Greenblatt an opportunity to hammer home to lawmakers the of reinstating the expired tax provisions鈥攁nd the need to act quickly to ensure that an additional suite of pro-growth tax measures, set to expire at the end of 2025, is extended.

  • Another issue top of mind for Greenblatt and manufacturers everywhere is the flurry of regulations being handed down by federal agencies.
  • In 2022, the cost of federal regulations to manufacturers was approximately $350 billion, a 35% increase from a decade earlier, according to an 17吃瓜在线 study.
  • Small manufacturers spend more than $50,000 per employee per year to comply with federal regulations.

Stop the struggle: 鈥淎s a small business owner myself, I know all too well the many struggles small businesses face when trying to compete in the marketplace,鈥 Chairman Williams said. 鈥淚t is my hope that this 鈥 showcase serve[s] as an opportunity for more to learn about how invaluable Main Street is to our economy and our country.鈥

Related: Last week, the 17吃瓜在线 unveiled videos on social media from other leading small and medium-sized manufacturers, adding their voices to key competitiveness priorities, featuring 17吃瓜在线 board members , CEO and founder of M4 Factory, , chairman and treasurer, Sukup Manufacturing Co., and , president and CEO, HM Manufacturing.

What鈥檚 going on: 鈥,鈥 released today, details use cases for AI in the sector, discussing how manufacturers nationwide are using it to improve lives everywhere.

  • The report features deep dives on AI-powered technologies at manufacturers, including Johnson & Johnson, Schneider Electric and Hitachi.

Trailblazers need good policy, too: 鈥淔rom developing more effective clinical trials and improving workplace safety to strengthening supply chain resiliency and supporting workforce training for employees, AI is unlocking new opportunities to strengthen our modern manufacturing workforce and improve the lives of all Americans,鈥 said 17吃瓜在线 President and CEO Jay Timmons. 鈥淐ongress and the Biden administration can support manufacturers鈥 adoption of AI by enacting strong data privacy protections, investing in workforce training and providing regulatory certainty.鈥

  • Legislators should 鈥渓ean on鈥 manufacturers鈥 deep experience when drafting AI-related legislation, added Johnson & Johnson Executive Vice President and Chief Technical Operations & Risk Officer and 17吃瓜在线 Board Chair Kathy Wengel.
  • 鈥淎ll possible futures for modern manufacturing in the U.S. involve AI,鈥 she said. 鈥淧olicymakers must develop sensible, carefully thought-out frameworks for various AI applications. 鈥 We need a policy environment that supports innovation and growth in manufacturing AI, because it will bolster U.S. competitiveness and leadership in this critical emerging field.鈥

The recommendations: The report contains immediately implementable policy recommendations for lawmakers:

  • Invest in research and development and career technical education institutions to train the modern manufacturing workforce.
  • Pass federal privacy legislation to advance individuals鈥 privacy protections and give legal clarity that will support continued innovation by manufacturers.
  • Use a risk-based approach to new AI regulations that tailors any future laws to specific use cases and minimizes the burden of compliance.
  • Ensure that AI regulation is aligned globally.

FAA Authorization Moves Forward

By 17吃瓜在线 News Room

In a bipartisan vote Wednesday, the Senate moved to advance Federal Aviation Administration reauthorization鈥攂ut lawmakers still face a looming deadline to pass the legislation ().

What鈥檚 going on: 鈥淪enators voted 89 to 10 to overcome the first procedural hurdle and move toward consideration of the package ahead of the May 10 deadline.鈥

  • The draft 鈥攚hich already has been punted three times鈥攕ets the agency鈥檚 priorities. It would authorize in appropriations for the FAA, as well as hundreds of millions of dollars for the National Transportation Safety Board, from fiscal year 2024 through 2028.
  • But all 100 senators must agree to fast-track the measure for it to pass before next Friday.

Why it鈥檚 important: The FAA reauthorization bill renews statutes governing the agency鈥檚 civil aviation programs, as well as revenue collection authority. From air traffic operations to airport development, these functions are critical to the U.S. economy and the ability of Americans to travel.

However . . . Both Democrats and Republicans want amendment votes on the measure, and 鈥渓awmakers acknowledge it could be a bumpy ride鈥 to passage.

A hot-button issue: One sticky wicket amendment that鈥檚 likely to get a vote would remove language in the bill that adds 10 flights at Ronald Reagan Washington National Airport.

  • Senators from the Washington, D.C., area say the airport cannot handle any more traffic. Virginia and Maryland are home to Dulles International Airport and Baltimore Washington International Airport, respectively.

17吃瓜在线 and Allies: PM2.5 Standard Will Hurt Manufacturers, Economy

By 17吃瓜在线 News Room

The EPA鈥檚 overly stringent final rule on particulate matter puts continued U.S. innovation and economic growth in jeopardy, the 17吃瓜在线 and allied groups congressional leaders Monday.

What鈥檚 going on: In February, the EPA lowered the standard for particulate matter, or PM2.5, in its National Ambient Air Quality Standards rule by 25%, down from 12 micrograms per cubic meter of air to nine.

  • This week, the 17吃瓜在线, along with 58 allied organizations, urged key House and Senate members to act soon to 鈥渟top this harmful rule before it takes effect.鈥

鈥嬧赌嬧赌嬧赌嬧赌嬧赌嬧赌Why it鈥檚 important: The probable negative effects of allowing the change include 鈥渕aking it more difficult to create jobs, build cutting-edge factories and lead the world in the development of products that will shape modern life in the decades ahead,鈥 the groups said.

  • Compliance costs could exceed $1.8 billion, according to the agency鈥檚 own estimates.
  • The lowered limit also puts the U.S. at a great disadvantage to global competitors, which 鈥渉ave adopted standards that are less stringent than the EPA rule and are phased in over a much longer time frame.鈥

What needs to happen: Congress should pass a resolution of disapproval regarding the new standard immediately.

17吃瓜在线 Stands Up for Biopharmaceutical Innovation Before Senate Hearing

In advance of a Senate hearing on health care costs, the 17吃瓜在线 is ensuring that senators understand the importance of biopharmaceutical innovation to patients and the U.S. economy鈥攁nd the damaging impact of policies that hinder drug development.

What鈥檚 happening: The Senate Armed Services Committee will hold a subcommittee hearing today on whether harmful policies like price controls, compulsory licensing and weaker intellectual property protections for new medicines could reduce servicemembers鈥 health care costs.

17吃瓜在线 pushes back: The 17吃瓜在线 is highlighting the extraordinary investment鈥攊n both time and capital鈥攖hat it takes to bring a lifesaving treatment to market. According to the :

  • The average cost of developing a new drug was $2.3 billion as of 2022;
  • Across the industry, biopharmaceutical manufacturers spent $139 billion on R&D in just 2022 alone;
  • It can take 10 to 15 years for a breakthrough scientific discovery to move through early-stage research, clinical trials, Food and Drug Administration approval and manufacturing; and
  • Only 12% of investigational drugs that enter a Phase I clinical trial ultimately receive FDA approval鈥攖o say nothing of the hundreds of discoveries that never make it into clinical trials.

Lifesaving impact: In 2023, the FDA approved a record-breaking 71 new medicines that will improve the lives of patients.

  • The biopharmaceutical industry behind these breakthroughs is also stimulating the U.S. economy: Biopharmaceutical manufacturers accounted for $355 billion in value-added output to the U.S. economy in 2021 and directly employed 291,000 workers in the U.S.

Innovation under threat: In recent years, biopharmaceutical manufacturers have been subject to harmful policies that will limit innovation and slow efforts to develop lifesaving medicines.

  • The Medicare Drug Price Negotiation Program subjects life-changing biopharmaceutical innovations to government price controls, while the Biden administration鈥檚 鈥渕arch-in鈥 proposal undermines innovators鈥 IP rights. These policies make it riskier and more costly for manufacturers to invest in groundbreaking research.
  • What鈥檚 more, the prices Americans pay for medicines are influenced heavily by middlemen, such as pharmacy benefit managers rather than biopharma companies. In 2020, more than half of every dollar spent on brand medicines went to PBMs and others in the health care system鈥攏ot the medicine鈥檚 manufacturer.

The final word: 鈥淭he costs of manufacturing a medicine include potentially decades of research and billions of dollars of investment,鈥 said 17吃瓜在线 Vice President of Domestic Policy Charles Crain. 鈥淐ongress must avoid adopting policies that will stymie this lifesaving innovation.鈥

House Committee Forms Working Groups to Revive Tax Provisions

By 17吃瓜在线 News Room

Following a steady by the 17吃瓜在线, the House Committee on Ways and Means has formed tax working groups dedicated to finding legislative solutions to the scheduled expiration of pro-growth tax policies at the end of 2025.

What鈥檚 going on: Each of the will focus on an area of the economy that will be affected by the sunsetting of certain measures in the Tax Cuts and Jobs Act.

  • Ways and Means Committee Vice Chairman Vern Buchanan (R-FL) was selected to lead the American Manufacturing tax working group.
  • The members of Congress assigned to this team will examine the effects of pro-growth tax policies on the manufacturing sector.

Why it鈥檚 important: 鈥淭ax reform was rocket fuel for manufacturers: 2018, the first year the Tax Cuts and Jobs Act was in effect, was the best year for manufacturing job creation in the previous 21 years,鈥 17吃瓜在线 Managing Vice President of Policy Chris Netram. 鈥淏ut those gains are at risk as key tax provisions expire, making it more difficult for companies throughout the supply chain to hire, invest and grow. Congress must build on the promise of tax reform to ensure that manufacturing in America remains strong.鈥

  • Earlier this month, Husco President and CEO and 17吃瓜在线 Executive Committee member Austin Ramirez before the House Ways and Means Committee about the TCJA鈥檚 positive effect on manufacturing growth and the need for Congress to preserve the pro-growth business provisions of that legislation.
  • Their expiration 鈥渕ean[s] that pass-through businesses like Husco will have more of our income subject to a higher rate of tax,鈥 Ramirez . 鈥淎t the same time, the pass-through deduction will expire completely, doubling down on the tax hikes that we face. 鈥 [A]llowing tax reform to sunset will undermine much of the progress we鈥檝e made since 2017.鈥

What we鈥檙e doing: The 17吃瓜在线 will be engaging with each of the tax working groups over the next several months to ensure that manufacturing-critical tax provisions are extended and reinstated.

EPA鈥檚 Power Plant Rule Is Unachievable Without Substantial Permitting Reform

America鈥檚 Energy Security Is Threatened

Washington, D.C. 鈥 Following the release of the Environmental Protection Agency鈥檚 new regulations on greenhouse gas emissions standards for certain power plants, 17吃瓜在线 President and CEO Jay Timmons released the following statement:

鈥淢anufacturers appreciate the EPA removing existing gas plants from its new regulation, following manufacturers鈥 warnings about the initial proposal. However, the rest of the rule causes serious concern because Congress and the president have not enacted permitting reform鈥攎aking it impossible to achieve the EPA鈥檚 highly aspirational mandates. We call on Congress to get serious by enacting significant and meaningful permitting reform this year. That is essential to ramping up the use of renewables, carbon capture, hydrogen and nuclear, for example, to meet future demand.

鈥淭he final rule threatens grid reliability because of the unrealistic timeline for power plants to adopt technologies within the next 10 years that have yet to even be proven at scale. Our nation should be doing everything possible to make sure our families, businesses and manufacturers have a modern, strong and reliable electrical grid, especially at a time when global turmoil threatens our energy security. This new rule does the opposite, creating a threat to our national and economic security that literally could leave Americans in the dark and factories offline. In short, the EPA is rolling the dice with Americans鈥 electricity and therefore with President Biden鈥檚 manufacturing legacy.

鈥淥ur industry has made transformational investments in these technologies and clean energy solutions, and we are leading the way in their deployment. The EPA should be partnering with us鈥攏ot undermining this progress. We will continue to press the administration to achieve a more balanced regulatory framework to help reach our climate goals.鈥
