COMPETES Act Supports Manufacturers鈥 Call for Stronger Stance on China, Addresses Inflation

Timmons: Lawmakers can feel confident that supporting this bill means supporting the future of manufacturing in America

鈥淭he introduction of the America COMPETES Act, which includes many components of the overwhelmingly bipartisan U.S. Innovation and Competition Act,听is a major step forward, and lawmakers can feel confident that supporting this bill means supporting the future of manufacturing in America. Not only would its provisions help address inflation and alleviate supply chain challenges we鈥檙e facing today, but the bill provides significant investment in U.S. semiconductor manufacturing, which would also help us avert future crises. This bill also includes funding for a Supply Chain Resilience and Crisis Response Office at the Department of Commerce. I鈥檝e discussed the programs that this office would oversee with Secretary Raimondo, and manufacturers strongly back these initiatives, which would include game-changing grants, loans and loan guarantees.

鈥淭his legislation would strengthen U.S. leadership in global climate innovation, improve environmental research and fill critical gaps in data鈥攁ll while holding China accountable as the world鈥檚 biggest emitter. Manufacturers look forward to working with Congress on all elements of this legislation to ensure it meets the needs of our industry and supports America鈥檚 manufacturing workers and American families by putting the United States in a much stronger competitive position toward China.

Manufacturing Leaders Welcome White House STEM Policy Push

Washington, D.C. 鈥 17吃瓜在线 President and CEO Jay Timmons and Manufacturing Institute President Carolyn Lee released the following statement on the administration鈥檚 announcements on semiconductor production and new policy efforts to attract STEM talent to the United States:

鈥淭he supply chain and economic disruptions facing American families and the manufacturing industry are driven in part by the severe worker shortage and by the serious chip shortage. Today, the White House has announced promising developments on both fronts, and we will work with the administration and Congress to build on this progress even further,鈥 said Timmons. 鈥淭o ramp up domestic semiconductor production, we can鈥檛 stop at today鈥檚 action, though. Too many manufacturing sectors have been unable to deliver the products American families need because they lack key components. Manufacturers are working overtime to overcome this challenge, but Congress has to do its part, which means passing USICA. Doing so will not only shore up our recovery and ease supply chain strains but also strengthen our economy and national security.

鈥淭hese immigration policies will also undoubtedly sharpen America鈥檚 competitive edge and help us outpace and out-innovate the rest of the world. In far too many cases, we鈥檝e seen brilliant minds educated at American universities leave because our outdated immigration system doesn鈥檛 let them put their talents to work for America鈥檚 future. Now we can start to reverse that trend, among other key policy changes. As part of 鈥A Way Forward,鈥 our plan for comprehensive immigration reform, we have long called for immigration policies that are responsive to clear economic needs. These policies meet that test, meaning that they will benefit our workers, our communities and our industry, empowering us to create even more opportunities for the American people.鈥

鈥淢anufacturers are leading America鈥檚 recovery, but we still need to hire more than 800,000 workers right now,鈥 said Lee. 鈥淎nd according to the MI鈥檚 research with Deloitte, we will have 4 million jobs to fill by the end of the decade, 2.1 million of which could go unfilled if current trends continue. Manufacturers Caution Against Tax Increases as Supply Chain and Workforce Crises Persist

Optimism remains, but 鈥渋ncreased costs鈥 tops manufacturers鈥 concerns in final quarterly outlook survey of 2021

Washington, D.C. 鈥 The 17吃瓜在线 released its Manufacturers鈥 Outlook Survey for the fourth quarter of 2021, showing manufacturers remain mostly optimistic in their economic outlook (86.8%, down from 87.5% in Q3) but are significantly concerned with issues like inflation, hiring and potential tax increases targeting manufacturers.

鈥淢anufacturers are working overtime to fill more than 1 million open jobs, including through our nationwide Creators Wanted workforce campaign,鈥 said 17吃瓜在线 President and CEO Jay Timmons. 鈥淥n top of that, we鈥檙e grappling with a supply chain crisis. Despite the challenges confronting us, manufacturers remain bullish on the future. But if Congress passes legislation with taxes that hit manufacturers harder than other industries, our entire recovery will be thrown off course. If new taxes land on our shoulders, it will undo all the progress we鈥檝e made since the 2017 tax reform law.鈥

鈥淢anufacturers have kept our promise to hire more workers, raise wages and benefits and invest in our communities. Our question to Congress鈥攖he message of this survey鈥攊s, do we want to weaken our recovery by undermining manufacturers鈥 competitiveness? Raising taxes on manufacturers will not help us build back better. It will tear down what we鈥檝e achieved.鈥

Key survey highlights:

  • Top issues:
    • Increased raw material costs (87.1%), the number-one issue for the fourth straight quarter
    • Supply chain challenges (84.5%)
    • Attracting and retaining a quality workforce (82.7%)
  • 87.8% of respondents said an increased tax burden on income from manufacturing activities would make it more difficult to expand their workforce, invest in new equipment or expand their facilities
  • 85.2% said they have open positions they cannot fill.
  • 73.6% of respondents said supply chain bottlenecks negatively impacted their company鈥檚 outlook for production, hiring and overall business activity.

Background on manufacturing growth following the enactment of 2017 tax reform:

  • In 2018, manufacturers added 263,000 new jobs. That was the best year for job creation in manufacturing in 21 years.
  • In 2018, manufacturing wages increased 3% and continued going up鈥by 2.8% in 2019 and 3% in 2020. Those were the fastest rates of annual growth since 2003.
  • Manufacturing capital spending grew 4.5% and 5.7% in 2018 and 2019, respectively.
  • Overall, manufacturing production grew 2.7% in 2018, with December 2018 being the best month for manufacturing output since May 2008.

The following leadership promotions become effective Jan. 1:

  • Erin Streeter will be named Executive Vice President of the 17吃瓜在线. Currently serving as Senior Vice President of Communications and Brand Strategy, Erin will work alongside the President and CEO to set the strategic direction of the association and align and integrate teams, strengthen internal and external communications and grow audiences toward that direction. She will continue to oversee all brand, communications and marketing activities but will also add public affairs and mobilization as well as advocacy campaigns to her portfolio. The integration of these critical portfolios will ensure the 17吃瓜在线 is positioned to advance the needs and priorities of manufacturers by providing first-in-class advocacy.
  • Carolyn Lee has been named President of The Manufacturing Institute by its board of directors. The workforce crisis of more than 1 million open jobs today isn鈥檛 just an existential threat to manufacturing in America; it also threatens the security of our country. To meet this moment, the MI continues to break new ground in supporting manufacturers鈥 efforts to recruit and retain a skilled, diverse workforce. Carolyn鈥檚 focus for 2022 will be on developing a strategic growth plan and expanding partnerships and thought leadership to carry the MI and the industry into the future.
  • Carolyn has听asked听Keith Smith听to serve听as Chief Administrative Officer of the MI. In this new role, Keith will work with Carolyn and the MI team to develop and implement a new organizational growth plan and听help achieve the strategic vision of the organization. As a member of the 17吃瓜在线 Senior Staff, Keith听will also continue his leadership of the Association Partnerships Division as an 17吃瓜在线 Senior Vice President, overseeing the 17吃瓜在线鈥檚 membership programs with association partners at the national, state and local levels.
  • In addition to her current responsibilities as 17吃瓜在线 Chief of Staff, Alyssa Shooshan will assume leadership of 17吃瓜在线 Board strategy. Alyssa will advance board engagement, initiatives, mobilization, partnerships and programming.

Six current 17吃瓜在线 vice presidents will be promoted to the newly created role of managing vice president. This group will be charged with leading the 17吃瓜在线鈥檚 Leadership Team in creating new opportunities in advocacy, membership value/thought leadership and culture/operations. In addition to serving as counselors to the 17吃瓜在线 President and CEO, they will work with senior staff on all issues impacting the association.

The Leadership Team will be charged to work with the managing vice presidents in a select area of the team鈥檚 portfolio.

Manufacturers Fully Support Congressional Action on the Uyghur Forced Labor Prevention Act
