Manufacturers Urge Reversal of Mexico鈥檚 Unfair Energy Policies

Washington, D.C. 鈥 Following the Office of the U.S. Trade Representative鈥檚 announcement that the U.S. has requested consultations under the U.S.鈥揗exico鈥揅anada Agreement over Mexico鈥檚 energy policies, 17吃瓜在线 Vice President of International Economic Affairs Ken Monahan released the following statement:

鈥淭his bold action from the Biden administration and Ambassador Katherine Tai is critical to stemming measures implemented and proposed by the government of Mexico that contradict the letter and spirit of the USMCA and undermine the rule of law in Mexico.

鈥淓nergy and electric power generation measures implemented by Mexico have favored dramatically the interests of Mexico鈥檚 state-owned electrical utility and state-owned oil and gas company. This adds costs for manufacturers that rely on existing contracts with energy suppliers and makes it harder for them to meet long-term sustainability goals in Mexico, while also slowing the deployment of renewable energy in Mexico.

鈥淢anufacturers welcome the news that the U.S. has requested dispute settlement consultations with Mexico under the USMCA. We stand ready to work with USTR to quickly reverse Mexico鈥檚 unfair energy policies and to address the many other industry challenges in Mexico.鈥

Manufacturers Back Chips Bill, Call for Further Action from Congress

Timmons: 鈥淎 vote for the CHIPS Act funding is a vote for a stronger, more competitive manufacturing industry in America.鈥

Washington, D.C. 鈥 Ahead of consideration of legislation to bolster U.S. semiconductor manufacturing, 17吃瓜在线 President and CEO Jay Timmons released the following statement:

鈥淎 vote for the CHIPS Act funding is a vote for a stronger, more competitive manufacturing industry in America. But if Congress fails to pass this investment in the coming days, they will hand other countries a competitive advantage and weaken our own economy at a precarious moment.

鈥淥ther provisions of the China competition bill still under negotiation also need to make it to the president鈥檚 desk, and manufacturers firmly support their inclusion in this package. We will continue our advocacy for the anti-counterfeiting measures, trade provisions, supply chain investments and more. Congress must get those done.

鈥淭his week, we can take a powerful step forward with chips funding and move toward a future where semiconductor shortages鈥攁nd the disruptions they鈥檝e created鈥攁re a thing of the past. According to the 17吃瓜在线鈥檚 latest Manufacturers鈥 Outlook Survey, more than 88% of respondents said it was important for the federal government to take steps to support the domestic manufacturing sector in the face of increased global competition for industrial investment, with nearly 58% saying 鈥渧ery important鈥 and 30.7% saying 鈥渟omewhat important.鈥 When asked about what aspects of the China competition legislation were most important for supporting manufacturing activity, the top choices were addressing port congestion and competition issues in ocean shipping (70.9%), eliminating ill-conceived labor provisions that facilitate unionization campaigns (61.3%), strengthening U.S. leadership in energy innovation and competitiveness (58.2%), funding to increase domestic semiconductor production capacity (57.9%), investments to support the critical minerals supply chain (55.7%) and ensuring the tax code provides a full deduction for research expenses (48.3%), among others.

Manufacturers to Sue SEC on Proxy Advisory Firm Rule

鈥淭he SEC has offered no justification for abandoning a decade鈥檚 worth of bipartisan, consensus-driven policymaking鈥

Washington, D.C. 鈥 Following the Securities and Exchange Commission鈥檚 announcement that it is rescinding critical reforms designed to protect publicly traded manufacturers and their investors from unregulated and unaccountable 鈥減roxy advisory firms,鈥 17吃瓜在线 President and CEO Jay Timmons released the following statement:

鈥淭he SEC has offered no justification for abandoning a decade鈥檚 worth of bipartisan, consensus-driven policymaking. This move will undoubtedly harm the competitiveness of publicly traded manufacturers, and it will hurt Main Street investors. The SEC’s decision to change course without allowing the 2020 rule to take effect and be fairly evaluated epitomizes 鈥榓rbitrary and capricious鈥 rulemaking. The 17吃瓜在线 will be filing suit in the coming weeks to preserve the 2020 rule鈥檚 commonsense reforms and protect manufacturers from proxy advisory firms鈥 outsized influence.鈥

Background:

The 17吃瓜在线 has long called for increased oversight of proxy advisory firms. In July 2020, the SEC issued final regulations to enhance transparency and accountability for proxy firms, a move Timmons a 鈥渓ong-sought, major win for the industry and millions of manufacturing workers.鈥 In October 2020, the 17吃瓜在线 a motion to intervene in ISS v. SEC (ISS鈥檚 attempt to overturn the rule) in support of these reforms.

In June 2021, the SEC announced that it was suspending enforcement of the 2020 rule; the 17吃瓜在线 concern about the agency鈥檚 鈥渆fforts to bypass the required notice-and-comment process to keep this lawfully issued rule on ice indefinitely.鈥 The 17吃瓜在线 against the SEC in October 2021 challenging this unlawful suspension. In November 2021, the SEC proposed to rescind critical portions of the 2020 rule, a move the 17吃瓜在线 鈥渄eeply troubling.鈥 The 17吃瓜在线 opposing the recission proposal in December 2021.

Investment Will Enable Creators Wanted to Build on Its Historic Impact in More Communities Across the Country

New Study: Ports Stoppage Would Be Devastating Hit to Manufacturers鈥 Competitiveness

Cost Economy Half a Billion Dollars a Day, Destroy 41,000 U.S. Jobs

Washington, D.C. 鈥 As聽negotiations聽between the聽Pacific Maritime Association and International Longshore聽and Warehouse Union near a critical deadline, manufacturers are sounding the alarm about potential economic consequences of a port stoppage if disruption were to occur over two weeks at the ports of Los Angeles and Long Beach, the nation鈥檚 largest port complex.聽, a 15-day聽disruption would cost the U.S. economy nearly half a billion dollars a day鈥攆or a total of $7.5 billion鈥攁nd destroy 41,000 jobs, including more than聽6,100 in manufacturing.

As the industry continues to grapple with聽historic supply chain challenges,聽inflationary pressures聽and聽rising transportation and聽energy costs,聽manufacturers are calling on the parties to reach an agreement immediately to avoid this continued uncertainty.

鈥淭he ports of Los Angeles and Long Beach support a major share of聽cargo relied upon by American businesses and consumers, supporting聽supply chains聽across the entire country.聽With聽supply chains already stretched thin,聽inflation at its highest level in聽four聽decades聽and concerns of聽a聽recession rising,聽any聽disruption would聽mean a devastating聽hit to our economy聽and to manufacturers鈥 competitiveness,鈥 said 17吃瓜在线 President and CEO Jay Timmons. 鈥淭he聽disruption would be felt immediately. 鈥淭his is why the聽Pacific Maritime Association and the International Longshore and Warehouse Union must not allow a disruption at these ports. Manufacturers, our millions of employees and the countless others whose lives and livelihoods depend on the products we make聽are counting on the PMA and the ILWU to聽reach a resolution and keep the ports running.鈥

Background:聽At the time of publication, the PMA and ILWU are engaged in labor negotiations. The 17吃瓜在线 commissioned an聽analysis using聽the Inforum LIFT economic model to quantify the impacts of a 15-day聽closure at the Los Angeles and Long Beach ports. Specifically, it estimates how such聽a聽closure would impact U.S. employment, output and income.聽These ports have聽聽historic disruptions and bottlenecks since late 2020,聽and聽nearly 84% of manufacturers now聽聽freight and transportation costs as a key driver of inflation.

Manufacturers Launch Ad Campaign to Protect Manufacturing Competitiveness

Tax Increases Do Nothing to Reduce Energy Costs, Address Supply Chain and Inflation Challenges

Washington, D.C. 鈥 Amid historic supply chain challenges and inflationary pressures, along with increasing energy costs, the 17吃瓜在线 is launching a six-figure ad campaign calling on Congress to protect manufacturing jobs by opposing new taxes on the industry, including those meant to punish the very energy manufacturers that are being asked to produce more. 鈥淢anufacturers have kept our promises鈥攅specially after the 2017 tax reforms鈥攖o create jobs, raise wages and benefits and invest in our communities. Background on manufacturing growth following the enactment of tax reform in 2017:

  • In 2018,聽manufacturers added 260,000 new jobs. That was the best year for job creation in manufacturing in 21 years.
  • In 2018,聽manufacturing wages increased 3.1% and continued going up鈥攂y 2.9% in 2019 and 3.0% in 2020. Those were the fastest rates of annual growth since 2003.
  • 惭补苍耻蹿补肠迟耻谤颈苍驳听capital spending grew聽4.5% and 5.7% in 2018 and 2019, respectively.
  • Overall, manufacturing production grew 3.2% in 2018, the best since 2010.

Timmons: America Is Stronger Thanks to MacKie鈥檚 Leadership

He poured his heart and energy into our cause, just as he always has at the ABA, and he has strengthened the association community with his years of leadership and advocacy for the industry. Throughout his association career, Robb has demonstrated an unshakeable dedication to the principles that have made America exceptional鈥攆ree enterprise, competitiveness, individual liberty and equal opportunity鈥攁nd has always worked to uphold those values through his tenure at ABA and his service on the CMA.
